Linda and Eric Hulbert joined Senator Coghill at the signing. Linda brought the idea for the legislation to Senator Coghill and was instrumental in getting the legislation passed.&lt;br /&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div align="justify"&gt;Senator Cogill put forth the trauma care bill to enhance the chances of patient survival after a traumatic injury. A critical factor for patient survival is to have access to the most appropriate medical facility in the most efficient and timely manner. HB 168 helps ensure that optimal care and treatment can be delivered to patients by reimbursing certain medical facilities that improve their trauma treatment designation for unreimbursed and underreimbursed services.&lt;a href="http://3.bp.blogspot.com/_InobVMDJ1DY/TCzUbusqyKI/AAAAAAAAAL8/cSZVC1RX5rc/s1600/Parnell+Signing+John+Gov+Shake+hands+Linda+Eric.JPG"&gt;&lt;img style="MARGIN: 0px 0px 10px 10px; WIDTH: 400px; FLOAT: right; HEIGHT: 300px; CURSOR: hand" id="BLOGGER_PHOTO_ID_5488995618714732706" border="0" alt="" src="http://3.bp.blogspot.com/_InobVMDJ1DY/TCzUbusqyKI/AAAAAAAAAL8/cSZVC1RX5rc/s400/Parnell+Signing+John+Gov+Shake+hands+Linda+Eric.JPG" /&gt;&lt;/a&gt; Dr. Regina Chenault and Dr. Frank Sacco worked with Senator Coghill for several years to get this legislation passed.&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;The second bill, HB 101, exempts up to $500,000 of life insurance and annuity contracts from levy or garnishment to satisfy an unsecured debt. Before the bill was enacted, life insurance and annuities could be garnished for unsecure debt leaving surviving family members with little or no money as a retirement source. Senator Coghill was visited by two Alaska Supreme Court Justices this week. Justice Dan Winfree is a long-time resident of the Fairbanks area and was appointed to the Supreme Court by Governor Sarah Palin in 2007. Justice Morgan Christen was appointed to the Supreme Court in May of 2009. At the time she was the presiding judge for the Third Judicial District. While they didn't defeat the Crimson Bears, they did get a tour of the Capitol Building by Senator Coghill. PROTECTION ACT TAKES EFFECT&lt;br /&gt;3-year bipartisan ID theft &amp;amp; fraud protection effort culminates July 1&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Long sought-after consumer protection legislation takes effect Thursday, July 1. The Alaska Personal Information Protection Act, passed by the 25th Alaska Legislature in April of 2008 and signed into law that June, offers Alaskans comprehensive protections and easy-to-understand steps to follow should their personal information be accidentally breached or stolen.&lt;br /&gt;&lt;br /&gt;House Rules Committee Chair John Coghill, R-North Pole, wrote and sponsored the law along with Senator Gene Therriault, R-North Pole, and Rep. Les Gara, D-Anchorage, and worked closely with former Sen. Gretchen Guess, D-Anchorage, to gain passage over the past three-plus years.&lt;br /&gt;&lt;br /&gt;“We tried for more than three years to find that balance between providing strong consumer protection measures while not constricting business and government transactions involving personal information,” Coghill said. “We crafted clear rules and guidelines for all parties in the event of a breach or theft. Starting July 1 Alaskans will have cause for greater comfort that their social security numbers, lines of credit, credit scores, and other personal information is safe and well-protected.”&lt;br /&gt;&lt;br /&gt;“Our privacy is valuable, but it shouldn’t be for sale,” Gara said. “This bill protects Alaskans from identity theft and credit theft, and it strengthens our consumer protection laws.”&lt;br /&gt;&lt;br /&gt;“Protection of Alaskans' personal information has been a high priority for both me and Rep. Coghill,” Therriault said. “The Federal Trade Commission reports that there were 490 reported cases of identity theft or fraud in Alaska in 2008, so I am very pleased that we will now have tools in place to help Alaskan's protect their own information. To continue work in the area of protecting Alaskans I have introduced legislation, Senate Bill 36, based on an Audit Report that I requested on the security of information in state government that will strengthen protection of citizens’ personal and private information collected by the state and further safeguard that information from threats of identity theft.”&lt;br /&gt;&lt;br /&gt;Important provisions of the new law include:&lt;br /&gt;&lt;br /&gt;Notification of Security Breaches. Requires businesses and government entities that collect your personal data, to notify you if your information is acquired without authorization and it is determined that identity theft may result.&lt;br /&gt;&lt;br /&gt;Freeze Access To Your Credit Report. Enables you to choose to protect against identity theft by freezing access to your credit report.&lt;br /&gt;&lt;br /&gt;Protecting Social Security Numbers. Limits businesses and government from intentionally communicating your Social Security Number unless authorized by local, state, or federal law.&lt;br /&gt;&lt;br /&gt;Disposal of Records. Business and government must take all reasonable measures to protect your personal information by developing policies and procedures for destruction of their records containing your personal information.&lt;br /&gt;&lt;br /&gt;Factual Declaration of Innocence after ID Theft. Allows you as a victim of identity theft to petition the court and file a police report to declare your innocence. It allows the state to create a database of claims of identify theft and establish a toll-free phone number for reporting.&lt;br /&gt;&lt;br /&gt;Credit Card Numbers. Representative Coghill asks the legislature to consider this legislation as an acknowledgement that the jury is the exclusive judge of the facts and may decide that the law is unjustly applied to the defendant.&lt;br /&gt;&lt;br /&gt;This legislation enacts provisions in law instructing the court to allow a defendant the right to inform the jury of their right to judge the defendant and to judge the law as it applies to the defendant.&lt;br /&gt;&lt;br /&gt;Current jury instructions for Alaskan jurors require them to “accept and follow the law as instructed by the judge even though they may have a different idea about what the law is or ought to be”.&lt;br /&gt;&lt;br /&gt;HB 140 allows a jury to fully understand their role and exercise their responsibility as a jury. A jury is the only thing standing in the way of a government out of check and inherent rights of citizens being judge by the law. My plate is more full than usual this year with my committee assignments. According to my calculations, that means I have 82 days left here in Juneau. All of us down here are racing to beat the clock due to new deadlines, faster committees, and a general sense of haste pervading the capitol building.&lt;br /&gt;Since we have already hit the ground with our proverbial “feet running” my first bill, and priority  left unfinished last session, was heard in House Finance today. HB 65 takes steps towards consumer protection through much needed identity theft legislation.&lt;br /&gt;Once that bill passes from the House to the Senate, my next project will be taking on a Constitutional amendment regarding parental consent for minors to receive certain medical procedures, including abortion. Pro-Family and Parental Rights issues are always close to my heart, and I hope my fellow members and the citizens of Alaska will support this important legislation to protect women and children. &lt;br /&gt;My time here in Juneau is time spent away from my family and my home. The ceremony started with invocation by stand in, Dick Olson, from KJNP. What followed was over two hours of local talent reciting Christmas prose, singing Christmas Carols, and playing "Go Tell it on the Mountain" with a bell choir. Dick is the spearhead behind the North American Ice Carving Championships held in North Pole this year. It gave me a chance to let people know who I am and why I decided to serve in public office. It has meant sacrifices on the part of my family by having me spend more of the year away from them than with them and sacrifices by limiting my ability to make a living. My family has been through a terrible tragedy with the death of my four-year-old grandson, Joseph, that also tested my willingness to remain in the public sector. In the end, though, it is my children and grandchildren that make me stay in public office trying to promote public policy that allows them the same opportunities I have had by challenging more government and more government spending that places a huge debt on my grandchildren (and yours) before they have even grown up and started making a living. This Court's decision would deny the dignity to the family by forbidding parents to give guidance to a child in such a large decision. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Alaska's parental consent law was passed in May of 1997 after the legislature voted to override the veto of the bill by then Governor Tony Knowles. The law was carefully crafted to conform with the U.S. Supreme Court decision that required such a law to provide for a judicial bypass for a minor seeking an abortion without the consent of a parent, guardian, or custodian.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Four days before the law was to take effect, a Superior Court Judge (Sen Tan) ordered the law unconstituional and it never became effective law. &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;Justice Walter Carpeneti wrote a dissenting opinion and was joined in his opinion by Justice Warren Matthews. Carpeneti began his dissenting opinion with the following remarks:&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;"In 1997, faced with competing interests of the highest constitutional level - an underage pregnant girl's constitutional right (and duty) to protect her best interests, and the state's compelling interests in protecting children against their own immaturity - the Alaska Legislature carefully crafted the Alaska Parental Consent Act in an effort to recognize and protect all these interests. That law is fully consistent with the United States Supreme Court precedent, yet today's opinion strikes it down. Passage of the ballot measure would place parental consent in the Constitution to protect the family from the Courts. &lt;/p&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;The language as proposed reads:&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;"Notwithstanding any other provision of this Constitution, a parent or guardian is entitled to direct and control the medical care of their minor child, subject only to emergency situations as defined by the legislature, and a judicial bypass procedure as created by the legislature which is consistent with the criteria set forth in &lt;u&gt;Bellott v. Baird&lt;/u&gt;, 443 U.S. 622 (1979)"&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;I think it was no accident the Court announced their decision in this case two days after the retirement of a Knowles appointee to the Alaska Supreme Court who joined in the majority decision. The judicial activism of this Court dominated by Knowles appointees must be challenged. I will vote “YES” on the April ballot in order to give legislators the extra push toward amending the constitution again.&lt;br /&gt;&lt;br /&gt;Some objections to the vote are based on three different ideas:&lt;br /&gt;&lt;br /&gt;1. The advisory vote is estimated to cost one million dollars; the legislature can find a better purpose for the money.&lt;br /&gt;           &lt;br /&gt;The Supreme Court has ordered Alaskans to pay for a benefit that the majority of people disagree with philosophically. Once the state requires same-sex benefits for partners of state employees, it is only a few more legal steps until private businesses are forced to provide the same benefits lest they “discriminate”. Such a broad-reaching policy decision deserves to be openly debated in a broad public venue – that debate costs money. I believe there is no better way for Alaska’s money to be spent than by furthering the will of the people.&lt;br /&gt;&lt;br /&gt;2. Objection to same-sex benefits is a result of religious bigotry.&lt;br /&gt;            &lt;br /&gt;The issue at hand is not the morality of homosexuality, but rather the court’s deliberate misinterpretation of the will of the people of Alaska. The people voted that same sex unions are not the same as a marriage. The court set no mandates for proof of commitment other than a state employee’s designation on a form.&lt;br /&gt;&lt;br /&gt;3. A special election will weary already skeptical voters.&lt;br /&gt;           &lt;br /&gt;Weariness is not an excuse for apathy. We are in the process of moving HB 109 out of State Affairs and into Judiciary next week. It is important that public trust in the three branches of government be restored. We are diligently working to clarify ethics laws so that there will be a ‘bright line’ for both executive and legislative branches as well as lobbyists and other governmental entities.&lt;br /&gt;&lt;br /&gt;I believe that it is important that ethics rules are clear and understandable. I am working to ensure that the rules that result will be clear, and comprehensive, yet not so restrictive that it could result in a person being labeled as ‘unethical’ for a process problem.&lt;br /&gt;&lt;br /&gt;To this end, my colleagues and I have embarked on a deliberative process in which we are tightening up rules and clarifying language while continually looking ahead for the possible ‘unforeseen consequences’ of the rules. I strongly support a citizen legislature, but recognize that this requires members to have careers outside of the legislative arena. The challenge is to provide transparency for the public, yet allow for us to live and work in our communities as citizens. Juneau has played host this week to different student organizations. I had the pleasure of visiting several times with a group of six students from North Pole Middle School along with two of their teachers. These students from my district took part in the Junior Close-Up program, which gives selected Jr. High students a firsthand look at the legislative, executive, and administrative branches of state government. I also had the opportunity to meet with another group of Close-Up students from the Mat-Su area.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://photos1.blogger.com/x/blogger/7668/1301/1600/719288/WithNPMS%20students%20sm..jpg"&gt;&lt;img style="display:block; margin:0px auto 10px; text-align:center;cursor:pointer; cursor:hand;" src="http://photos1.blogger.com/x/blogger/7668/1301/320/290125/WithNPMS%20students%20sm..jpg" border="0" alt="" /&gt;&lt;/a&gt;&lt;br /&gt;The students from North Pole Middle School are (left to right): Jacob, Madison, Brittany, Joleen, Bethany, and Kelley. The students were accompanied by teachers Mrs. Barbara Nore and Mr. Mark Donker.&lt;br /&gt;Other student organizations around the capitol this week included a delegation from the University of Alaska student government here lobbying for support for the University's budget request. &lt;br /&gt;&lt;br /&gt;Last week I was appointed as the Chairman of a Subcommittee on Ethics through the State Affairs Committee. My staff and I have been working on gathering all the ideas and suggestions put forth by the different legislators. I was sworn in last week for another two years of service, and I am excited to keep things in the state moving.&lt;br /&gt;Since arriving in Juneau my staff and I have been working on five separate bills we have pre-filed. You can read the full text of those bills on the BASIS website sponsored by the legislature:&lt;br /&gt;&lt;a href="http://www.legis.state.ak.us/basis/get_spon_sum.asp?fnmember=Coghill&amp;mbrcode=COG&amp;amp;house=H&amp;session=25"&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;If you have any questions about these bills, their intent, fiscal impact, etc., please contact my office for answers.&lt;br /&gt;&lt;br /&gt;This year presents a big change for my office; instead of holding the position of Majority Leader, I am now the Chairman of the Rules Committee in the House. I will work closely with Governor Palin as a liaison to the House leadership, and all of the bills she sponsors go through the Rules Committee by request. Also in my new position I manage the Capitol building and its contents. Finally, the Rules Committee manages when bills go to the House Floor for a vote.&lt;br /&gt;&lt;br /&gt;During the twenty-fifth legislature I will sit on both the State Affairs and Judiciary committees; these committees will be influential on any legislation concerning ethics and the PERS/TERS debate. I am also a part of the Finance subcommittees on Health and Social Services and the Department of Natural Resources.&lt;br /&gt;&lt;br /&gt;As well as my leadership position, I also take part in several organizations that provide a variety of benefits for the citizens of Alaska. The Council of State Governments puts me in contact with other legislators from the Western region of the United States, many of whom face similar issues to those we face here in Alaska.&lt;br /&gt;&lt;br /&gt;The Pacific Northwest Economic Region includes Canadian officials and other delegates from Alaska, Idaho, Montana, Oregon, and Washington. PNWER is an international collaboration on economic structures. I introduced HB 426 as an effort to tightened up some loop holes I believe have decreased the money available for medical attention for Alaskans who truly need medical assistance, but can't afford it. &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;In times when federal Medicaid dollars are diminishing, the legislature must review policies for providing for the public health. HB 426 was a joint effort between the adminstration and myself to address the "low hanging fruit" of people who have the ability to pay for medical treatment on their own and should. In the above picture Governor Murkowski is joined at the signing ceremony by Nenana Dean of Students, Ralph Lindquist; Jim Smith, Galena Superitendent; and Rob Thomason, superintendent of Neana School District.  I have sponsored  this legislation for several years and finally, with the assistance of Senator Wilken and the Deaprtment of Education successfully got HB 16 through the legislative process this session.  It establishes a stipend program for statewide secondary residential programs based on five regional rates.  This legislation does not attempt to create new programs; it only supports existing programs that are successful and expands the qualifications for stipends. The change would be that a student would not have to pass the current standard for qualification.  That standard is that the student cannot have 9-12 available to them and they donâ€™t have to leave the school district.  The bill would give students a choice of going to a larger school that has more to offer than what is available in their hometown.&lt;br /&gt;&lt;br /&gt;This legislation by statute reimburses to full school year statewide secondary residential programs costs incurred by the district operating the program.  Statewide secondary residential programs that would qualify for reimbursement for a per-pupil stipend and one round trip between the studentâ€™s community of residence and the school during the school year if the district expends money for the trip.  &lt;br /&gt;&lt;br /&gt;New regulations proposed by the Department of Education allow other school districts to apply to establish a secondary residential program and regulate the schools. I have been working on this legislation for two years to eliminate aggregate votes that dilute the vote of a citizen living in an area an existing municipality wants to annex. Murkowski has signed into law HB 133, which makes changes in the way the Local Boundary Commission processes municipal incorporations, annexations, detachments, mergers, consolidations, reclassifications, and dissolutions.&lt;br /&gt;&lt;br /&gt;The bill, sponsored by North Pole Representative John Coghill, also protects the votersâ€™ right to incorporate, outline the boundaries of their municipality, and select the level of service they want. First thing in the morning on the last day of session, I went over the bills in the Limbo File with Jared Seay.  The Limbo File holds House bills that have been amended in the Senate. HB 426 allows the state to recover medical expenses paid by Medicaid that have third party payors, requires a parent or guardian to apply for Medicaid, and requires people who qualify for Medicare to apply before qualifying for Medicaid.  This will save the state over $20 million a year.  I will be taking another look at ways to save Medicaid costs over the interim. I was presented the clock and a medal from the Alaska Native Veterans Southeast for my sponsorship of House Joint Resolution 27, which asks Congress to extend the application period for native allotments to Vietnam Veterans. The resolution urges Congress to reopen the legislatively approved allotments in the Tongass National Forest, which were closed under the court case, Shields v. United States.  This Act also urges Congress to amend the Alaska Native Vietnam Veterans Allotment Act to give a fair opportunity to obtain allotments. Representative Thomas, pictured to the left with Rep. Harris and me during a press conference, spoke in favor of the resolution on the House Floor.  Rep. Thomas and I are both Vietnam War veterans.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://photos1.blogger.com/blogger/7668/1301/1600/HB%20400%20S%20JUD%20Hearing.jpg"&gt;&lt;img style="float:right; margin:0 0 10px 10px;cursor:pointer; cursor:hand;" src="http://photos1.blogger.com/blogger/7668/1301/320/HB%20400%20S%20JUD%20Hearing.jpg" border="0" alt="" /&gt;&lt;/a&gt; I recently testified before the Senate Judiciary Committee on HB 400 which prohibits confiscation of legal firearms during a disaster.  I introduced the legislation to make sure what happened after Katrina in New Orleans doesn't happen in Alaska. The Senate amendment to House Bill 400 changes the penalty imposed on individuals that violate the provisions of this bill. An elected official or individual in a governmental position will forfeit their office or position if found guilty; the Alaska Police Standards Council will enforce sanctions against police officers. &lt;br /&gt;&lt;br /&gt;&lt;a href="http://photos1.blogger.com/blogger/7668/1301/1600/HB%20408%20Hearing%20S%20JUD.jpg"&gt;&lt;img style="float:right; margin:0 0 10px 10px;cursor:pointer; cursor:hand;" src="http://photos1.blogger.com/blogger/7668/1301/320/HB%20408%20Hearing%20S%20JUD.jpg" border="0" alt="" /&gt;&lt;/a&gt;The Senate Judiciary committee also passed out HB 408 the Family Rights Act of 2006.   This legislation gets us to the maximum amount of transparency for OCS to disclose multiple reports of harm for multiple victims and multiple perpetrators in a single case. An amendment in Judiciary incorporates HB 346 by Representative Neuman into HB 408.  HB 346 requires training of OCS social workers to include learning the constitutional and statutory rights of the children and their parents, require them to work with law enforcement to prevent compromising evidence, and requiring them to disclose to the accused the specific complaint or allegation without disclosing the reporter. The bill also limits who has access to permanent fund dividends that are placed in a trust for children in state custody. He came to Alaska on the SS Aleutian right after World War II. His doctor thought Alaska would rid him of his malaria because of the cold weather. In 1961, this commercial fisherman from Halibut Cove entered the political world after then Representative Leo Rhode sent Clem a Bush Line saying "Congratulations, you're running for the house".  He served seven terms in the State House and two terms in the State Senate. I have been receiving calls from people saying we are not taking this issue seriously.  Quite the contrary we have held more committee meetings on the petroleum production tax than any other legislation that has been addressed during my eight years in the legislature.  I even have received calls that we are sitting on the contract for the gasline.  We haven't seen the contract. I had two bills pass the House and cross over to the Senate for hearings.  &lt;br /&gt;&lt;br /&gt;HB 408 was introduced by the Governor to define child abuse, but with the department's nod, I have used the bill as an instrument to bring clarity to HB 53, the Family Rights Act, which passed in 2005.  This bill now does several things including raising the standard for terminating parental rights from a preponderance of evidence to "clear and convincing evidence".   It also has language that protects the PFD's of a minor in state custody and allows OCS to discuss all aspects of a case, not just a single report of harm.  It includes a provision from legislation Representative Mike Chenault introduced that would require OCS to respond to an inquiry from a legislative office in five working days.  &lt;br /&gt;&lt;br /&gt;&lt;a href="http://photos1.blogger.com/blogger/7668/1301/1600/Norm%20%26%20John%20SHaking%20Hands.jpg"&gt;&lt;img style="float:right; margin:0 0 10px 10px;cursor:pointer; cursor:hand;" src="http://photos1.blogger.com/blogger/7668/1301/400/Norm%20%26%20John%20SHaking%20Hands.jpg" border="0" alt="" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;I am also working closely with Representatives Norman Rokeberg and Mark Neuman to address concerns they have with the CINA process.  HB 408 passed the House unanimously and has been scheduled by Senator Seekins to be heard in Senate Judiciary Tuesday morning at 8:30 a.m.&lt;br /&gt;&lt;br /&gt;HB 400 passed on Friday. I introduced it to say what happened in New Orleans when innocent victims of the disaster lost their firearms to law enforcement will not happen in Alaska.  HB 400 makes it a crime for a law enforcement officer to confiscate legal weapons owned by law abiding citizens during  disaster.  It passed the House unanimously.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://photos1.blogger.com/blogger/7668/1301/1600/Ramras%20Dahl%20Harris%20Cog%20Miller.jpg"&gt;&lt;img style="float:left; margin:0 10px 10px 0;cursor:pointer; cursor:hand;" src="http://photos1.blogger.com/blogger/7668/1301/400/Ramras%20Dahl%20Harris%20Cog%20Miller.jpg" border="0" alt="" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Reports that the legislature is sitting idle because of the PPT legislation are not true.  Committees are still scheduling hearings on legislation and bills are moving through the process.  Next Tuesday HB 426 will be haerd in House HESS.  This legislation is my attempt to review policies for providing for the public health.  To better provide medical assistance to the truly needy, some eligibility requirements need to be changed.  HB 426 puts best practices to use by increasing third-party reimbursement, reducing Medicaid abuse and fraud, setting home equity limits, and implementing new federal requirements on the State for asset transfers and treating annuities like a Millerâ€™s Trust.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://photos1.blogger.com/blogger/7668/1301/1600/Stevens%20PC.0.jpg"&gt;&lt;img style="float:right; margin:0 0 10px 10px;cursor:pointer; cursor:hand;" src="http://photos1.blogger.com/blogger/7668/1301/400/Stevens%20PC.0.jpg" border="0" alt="" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;U.S. Senator Ted Stevens spoke to a joint session of the legislature on Thursday. Stevens said our future economic potential is "extraordinary".  He said Alaska has 2/3rds of the Outer Continental Shelf in the U.S. and Alaska holds a large portion of significant oil and gas reserves reported.  He said there is enormous potential in gas hydrates and we have half the coal in the United States. This bill makes a statutory change so when a person takes deliberate actions that result in the death of an unborn child, they will be charged with the murder of the child. I was appointed to the commission two years ago by Governor Murkowski.  I was able to attend the morning session but floor session and House Judiciary limited my participation.  A trans-Canada pipeline was the major topic of discussion.  Jeannette James, former legislator from North Pole, attended the meeting to discuss extension of the railroad through Canada.  Jeannette is a special assistant to the governor on the railroad issue.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://photos1.blogger.com/blogger/7668/1301/1600/Austerman%20Cog%20Making%20Point.jpg"&gt;&lt;img style="float:right; margin:0 0 10px 10px;cursor:pointer; cursor:hand;" src="http://photos1.blogger.com/blogger/7668/1301/400/Austerman%20Cog%20Making%20Point.jpg" border="0" alt="" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;I have been working closely with former Senator Alan Austerman on HB 304 which makes changes to the Commercial Fishing Revolving Loan Program.  Austerman is the governor's policy director for the commercial fishing industry.  This bill is a product of my philosophical belief that government should not compete with the private sector. In the gallery you can see a picture hanging on the wall.  The gallery is named after the woman pictured there, Elizabeth Peratrovich.  Today is Elizabeth Peratrovich Day in honor of her efforts to eliminate discrimination against Alaska Natives.  Her famous saying, "I would not have expected that I, who am barely out of savegery, would have to remind gentlemen with five thousand years of recorded civilization behind them of our Bill of Rights." Flint Hills owns the oil refinery in my district.  They purchased the refinery two years ago and are an asset to the community of North Pole.  Approximately 60% of their production is utilized by the aviation markets.  In Alaska, the importance of the aviation industry can not be understated.  There are many place in Alaska that are only accessible with aircraft. My father was a part of this piece of history and we will be attending the festivities together with my two sons and their wives.  My father has been very instrumental in shaping Alaska's history and I am honored to share this day with him.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://photos1.blogger.com/blogger/7668/1301/1600/P1010003.2.jpg"&gt;&lt;img style="display:block; margin:0px auto 10px; text-align:center;cursor:pointer; cursor:hand;" src="http://photos1.blogger.com/blogger/7668/1301/200/P1010003.1.jpg" border="0" alt="" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;My father, Jack, celebrated his 80th birthday on October 15th, in Nenana and will soon be recognized as one of several Junior Achievements of Alaskaâ€™s Business Hall of Fame.  Below is the citation that Representative Woody Salmon wrote for my dad to recognize this latest achievement.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;The Twenty-fourth Alaska State Legislature honors Jack B. Coghill for receiving the Junior Achievement of Alaskaâ€™s Business Hall of Fame Laureate.  Jack Coghill can list many honors under his name: delegate of the Alaska Constitutional Convention, small business owner, entrepreneur, longest serving mayor in the stateâ€™s history, lieutenant governor.  &lt;br /&gt;&lt;br /&gt;Jack Coghill, the youngest of three sons, got an early education in business when his father, a Scottish immigrant, started a trading post in the new town site of Nenana in 1912.  At 15 Coghill got his first job outside of the family business as a mess boy on the steamer Alice that ran the Tanana and Yukon rivers.  Coghill served in the Army and was stationed in the Aleutians during World War II before returning to Nenana to take over the family store.  He had many entrepreneurial endeavors in Nenana.  In 1952 he was one of 10 winning ticket holders in the Nenana Ice Classic and used his $18,000 in winnings to buy a sawmill, cut lumber and build a hotel.&lt;br /&gt;&lt;br /&gt;Ask Jack Coghill what he considers his greatest achievement and he answers easily, â€œThe most important thing in my life is my marriage to Frances and the raising of our six kids.â€�  Next to that, he says his greatest achievement was participating in the Alaska Constitutional Convention.  â€œFifty-five of us sat down and produced the finest document in the U.S. and it will probably be the finest ever conceived,â€� Coghill said.&lt;br /&gt;&lt;br /&gt;Jack Coghill first entered politics in 1948 when he was elected to the Nenana School Board.  He went on to serve as a territorial representative and a delegate to the constitutional convention before being elected mayor of Nenana for 22 years, the longest tenure of any mayor in the stateâ€™s history.  He continued to rise in the ranks of state government by serving as a state representative, state senator, and as lieutenant governor.&lt;br /&gt;&lt;br /&gt;Jack Coghill lived for many years in North Pole, but returned to Nenana in 2004 after his wife Frances passed away.  He turned 80 in September and is still active and involved in the community.  Coghill was elected to the Nenana City Council in 2004 and that same year received an honorary doctorate from the University of Alaska Fairbanks. He stays active in his church, and in January he was installed as the Potentate of the Alaska Shrine.  He is still a partner in the family store.&lt;br /&gt;&lt;br /&gt;The members of the Twenty-fourth Alaska State Legislature honor Jack B. Coghill for receiving the Alaska Business Junior Achievement Hall of Fame Laureate.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;I chose to honor his one of his many accomplishments by naming a bridge after him.  &lt;br /&gt;In 1961, while serving in the State House, my dad worked on getting state funding to build a bridge over the Nenana River just south of Nenana at Rex. There were no roads going to or from the area at the time, so it was a tough sell. He said if the bridge was built, roads would eventually connect the Interior to Southcentral Alaska.  Some legislators found humor in the idea of building a bridge with no connecting roads and called the bridge "Jack Coghill's Bridge to Nowhere." It will be a busy yet exciting year.  Alaska has a 1.2 Billion Dollar surplus and negotiations for the gas line should be completed in the near future.&lt;br /&gt;&lt;br /&gt;My chief of staff, Rynnieva Moss, and my legislative aide's Karen Lidster and Willow Olson all made the move to Juneau to work with me again this session.  I am pleased to retain the same three staffers that I have had for the last three years.  They are a great help to me and my constituents.&lt;br /&gt;&lt;br /&gt;Governor Frank Murkowski gave his annual State of the State Address before a joint session of the House and Senate last night.  The governor discussed the disappointment felt that opening ANWR did not recently become a reality.  He did commend the Alaska Congressional delegation on their efforts in opening ANWR.  &lt;br /&gt;&lt;br /&gt;The pending gasline negotiation were discussed and the Legislature was assured that the gasline would soon be realized.  He assured us that he is pressing to finalize the contract and that he is hoping to maximize revenues and to provide good jobs for Alaskans.  I will keep you updated as to the progress of the gas line talks.&lt;br /&gt;&lt;br /&gt;On a very positive note, the governor put in a plug for my bill, House Bill 16.  He is very much in favor and publicly stated that when that bill hits his desk he will sign it into law immediately.  This legislation reimburses some boarding school costs incurred by the district operating the program.  There are three boarding schools (Nenana, Galena,Bethel) that would qualify for reimbursement for a stipend and a roundtrip between the studentâ€™s community of residence and the school during the school year. HB 16 is in its last committee, Senate Finance, I am working diligently to get this bill out of that committee and passed into law.  I am encouraged by the governor's comments.&lt;br /&gt;&lt;br /&gt;A battle is brewing on the House Floor - Senate Bill 87, which would require that seatbelts be worn by drivers in Alaska, is up for a vote and the count will be very close.  I have voted against this bill in the past and intend on doing so today. He left government service in 1956 and flew charter fly-ins, gave flying lessons, became a guideâ€™s assistant, then a commercial fisherman.  He was elected to the first Alaska State Legislature in 1959.  He served in both the House and the Senate before becoming Governor in 1974. &lt;br /&gt;&lt;br /&gt;When serving in the legislature, Hammond and a few other legislators, along with then Governor Keith Miller promoted the idea of investing the oil wealth money and spending only the interest to pay for government.  As governor, Hammond championed the cause.  Then with the help of Clem Tillion, Hammond promoted the Permanent Fund Dividend concept, got it passed through both houses of the legislature, and signed it into law.&lt;br /&gt;&lt;br /&gt;In his autobiography, Tales of Alaskaâ€™s Bush Rat Governor, Hammond speculated, â€œNeither background, aspirations not concept of marl turpitude suggested Iâ€™d go into politics.  As a young boy growing up in an urban parsonage, I never dreamed my trail would wend its way from a remote cabin in Alaska to the governorâ€™s mansion.â€�&lt;br /&gt;&lt;br /&gt;On August 2, 2005 Alaska lost a great man.  It was an honor to know him - A celebration of his life will be held &lt;strong&gt;Saturday, August 20th at 2:00 P.M.&lt;/strong&gt; at the &lt;strong&gt;Alaska Performing Arts Center, in Anchorage&lt;/strong&gt;. There are some clues to identifying the culprits and the group will meet this Friday to further discuss forming a local branch of Volunteers in Policing, initiating a Neighborhood Watch program, and create a phone and email tree.&lt;br /&gt;&lt;br /&gt;The meeting will be held at &lt;strong&gt;Kendall Park at 7:00 p.m., Friday, August 19th&lt;/strong&gt;. I drove a 1967 Cadillac Coup Deville through the parade.  The crowd loved it. HB 53 gives preference for placement of children with relatives.  In the past family members were forced to prove they were suitable alternatives for adoption.  Now the state must prove the family members are not suitable alternatives.    One of the most significant changes is that the Child in Need of Aid (CINA) process is now transparent.&lt;br /&gt;&lt;br /&gt;This event is the culmination of over a year's work by many lawmakers to ensure that Alaska's families are protected and show that the government is committed to providing the best possible services to Alaska's children and doing its part to preserve Alaskan families.&lt;br /&gt;&lt;br /&gt;The governor issued a press release on this legislation you can view it here:&lt;br /&gt;&lt;a href="http://www.gov.state.ak.us/news.php?id=1805"&gt;http://www.gov.state.ak.us/news.php?id=1805&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href="http://photos1.blogger.com/blogger/7668/1301/1600/P6300003.jpg"&gt;&lt;img style="display:block; margin:0px auto 10px; text-align:center;cursor:pointer; cursor:hand;" src="http://photos1.blogger.com/blogger/7668/1301/320/P6300003.jpg" border="0" alt="" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Governor Murkowski also signed HB 91 a bill which Debbie Joslin from Delta brought to my attention.  She is pictured above with Governor Murkowski on the left and Lt. Garrett of the Alaska State Troopers on the right.  HB 91 makes repeat convictions of indecent exposure within the observation of a person under the age of sixteen a felony.&lt;br /&gt;&lt;br /&gt;Repeated offenses of indecent exposure carried no greater penalty no  matter how many times an individual was convicted.  Our children must be protected, and there needs to be severe consequences for repeat offenders.   &lt;br /&gt;&lt;br /&gt;&lt;a href="http://photos1.blogger.com/blogger/7668/1301/1600/P63000101.JPG"&gt;&lt;img style="display:block; margin:0px auto 10px; text-align:center;cursor:pointer; cursor:hand;" src="http://photos1.blogger.com/blogger/7668/1301/320/P63000101.JPG" border="0" alt="" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Dr. Dave Eichler (pictured above) was instrumental in bringing HB 181 to my attention.  HB 181 was introduced to eliminate the possibility of a professional licensee losing his or her license, while serving on active duty, because of a failure to fulfill statutory requirements for continuing education. &lt;br /&gt;&lt;br /&gt;Many professional license holders are full-time active duty military, or members of reserve or auxiliary components of the armed forces.  Oftentimes the men and women serving our country no longer have  access to the classes or material necessary to fulfill the educational requirements to maintain their specific license, permit or certificate.&lt;br /&gt;&lt;br /&gt;HB 181 provides a waiver of the educational requirements and allows the licensee to return to Alaska and within a specific period of time fulfill the continuing education requirements.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;If you have any comments or suggestions on these pieces of legislation please let me know.
